This is the line that catches producers out. The engineer of record designs the system; the precast concrete producer is the one required to submit sealed unit design calculations. And the seal has to be from an engineer licensed in the project’s state, not yours.

ASTM C478 — the manhole standard — contains no buoyancy provisions at all. It is a manufacturing spec, not a design spec. NPCA’s own Utility Structure Best Practices Manual names buoyant force as a load condition and supplies no method and no safety factor.

Precast buoyancy calculations — FAQ

Who is required to provide buoyancy calculations — the engineer or the precast producer?
In most utility and pump station specifications, the precast concrete producer is required to supply sealed unit design calculations, including flotation. The engineer of record designs the system; the producer is responsible for demonstrating that the unit as manufactured resists uplift. Oldcastle’s own OneLift guide specification states it directly: structural design calculations shall be sealed by a licensed professional engineer in the state of the project, and upon request the precast concrete producer shall supply them.
What factor of safety against flotation do I need?
It depends entirely on the agency. NPCA’s buoyancy guidance commonly cites 1.10 where the structure is assumed flooded to the top with dead weight only, and 1.25 in flood zones or where the groundwater elevation is not well defined. Oldcastle’s guide spec requires 1.15 excluding skin friction and equipment weight. Fort Wayne, Indiana requires greater than 1.25. New Braunfels Utilities in Texas requires 1.5 for lift station wet wells. We confirm the governing value against your project specification before we calculate anything.
Can I count skin friction or a soil wedge in the resisting force?
Sometimes — and this is where submittals get rejected. Several specifications prohibit it outright: Oldcastle requires the check “without the benefit of skin friction,” and Fort Wayne excludes mechanical equipment, water weight and temporary loads from the resisting force. Where a wedge credit is permitted, we report it as a separate line and a separate factor of safety so the reviewer can see the structure passes on dead weight alone.
Doesn’t ASTM C478 cover this?
No. ASTM C478 is a manufacturing and purchase specification for circular precast reinforced concrete manhole sections. It sets minimum reinforcement and materials requirements and contains no buoyancy or flotation provisions at all. NPCA’s Utility Structure Best Practices Manual lists buoyant forces among the loading conditions to consider but supplies no method and no safety factor, explicitly delegating it to the project engineer. That gap is why a sealed, project-specific calculation is required.
How fast can you turn a package around?
A single structure is often same day if the shop drawing arrives before noon. Two to ten structures take 1–3 business days. A full submittal of thirty or more structures takes 3–5 business days. What do you need from me to start?
Three things: the shop drawings or a structure schedule with inside dimensions, wall and slab thicknesses, base projection and rim-to-invert depths; the governing specification section; and the geotechnical report or boring log establishing the design groundwater elevation. If you don’t have a groundwater elevation, tell us and we’ll calculate to water at finished grade, which is what most specs require anyway.
What if a structure fails the flotation check?
The report states exactly how much additional effective dead weight is required and the base projection that would achieve it. From there we can size an extended base slab, a wet-set anti-flotation slab or a cast-in-place collar to hit the target factor of safety — quoted at $250 per structure. You get to go back to the contractor with a solution and a price rather than a problem.
Are you licensed in my state?
We’re based in Tampa, Florida and work nationwide. Because the seal must come from an engineer licensed in the project’s state, tell us where the job is when you enquire. Comity licensure is routine, but if we can’t seal in your state on your schedule we’ll say so up front rather than take the work.
Is the free estimator on this page sealed or usable for submittal?
