An empty pool in Florida ground is a boat. Why pools pop

The water in the pool is what holds it down

Groundwater pressure acts on the underside of the shell whether the pool is full or not. Full, the water inside balances it. Drained, nothing does. That is why pop-outs almost never happen during construction and almost always happen during resurfacing, leak repair, or a storm pump-down.

The part nobody mentions until it’s too late

In Florida, a pool pop-out is an uninsured loss

Homeowner policies exclude damage from “water below the surface of the ground, including water which exerts pressure on… a swimming pool or other structure.” In Liberty Mutual Fire Insurance Co. v. Martinez a Florida appellate court upheld exactly that exclusion after subsurface pressure lifted a partially emptied pool and damaged the shell, deck, rock garden and waterfall.

In a widely reported Brandon case, a homeowner drained a pool on a Sunday and it was three feet out of the ground by Monday night. The insurer offered $1,500 against damage in the tens of thousands.

So the only real mitigation is design

A sealed drawdown calculation costs $450. A replacement pool costs $60,000 to $300,000, and the policy will not pay for it.

For a builder or service company, the exposure is not just the pool — it is the argument about who told the homeowner it was safe to drain it. A sealed letter with a number on it ends that argument before it starts.

For builders — the permit side

Your county already asks for this. By name.

Florida jurisdictions do not use the words “flotation calculation” on a permit checklist — but in a flood zone several of them require a specific engineer’s statement about flood loads, and flotation is the engineering behind it. Hillsborough County spells out the sentence it wants to see:

“Plans must have the following statement from the engineer: ‘The pool has been designed to withstand all flood-related loads and load combinations, per Section 9.6, ASCE 24-14’… Building plans digitally signed and sealed by a State of Florida Registered Architect or Engineer.”

The International Swimming Pool and Spa Code contains no structural buoyancy provisions at all — it defers structural design to the IBC/IRC. No US model code sets a numerical factor of safety against pool flotation.

So the safety factor is the engineer’s adopted criterion. We state ours on the face of every calculation and show what it is benchmarked against:

About to drain your pool? Read this first.

If someone has told you to empty the pool for resurfacing, a liner change, a leak hunt or a deep clean — and you are anywhere with a high water table or in a flood zone — get the drawdown checked before the pump starts. It is a $450 letter against a pool that your homeowner’s policy will not replace.

Warning signs that flotation is a live risk on your property: standing water in the yard days after rain, a neighbourhood built on filled land, a pool that has cracked or shifted before, a high seasonal water table on the county soil survey, or a pool anywhere in a FEMA AE, Coastal A or VE zone.

Pool flotation — FAQ

How far can I drain my pool without it floating?
It depends entirely on the shell weight and how high the groundwater is, and the answer is usually far less than people expect. A typical 16 × 32 gunite pool with 8″ walls and the water table at grade can be lowered only about eight inches below the tile line before the factor of safety against flotation drops below 1.25. Use the calculator on this page for a rough figure, then have it checked — the calculator ignores the deck, finishes and your actual soil conditions.
Doesn’t the hydrostatic relief valve protect the pool?
Not reliably. A relief valve is a rate-limited device, not a capacity guarantee. If groundwater recharges around the shell faster than the valve admits it, or the valve silts up or fails, full head develops anyway. Documented pop-outs have happened on pools with working valves — including a $300,000 case where the contractor had drilled an extra relief hole as well. For that reason a relief valve is never credited in the factor of safety; it is recorded as a design condition.
What factor of safety against flotation is required?
There isn’t a code-mandated number. The International Swimming Pool and Spa Code contains no structural buoyancy provisions and defers structural design to the IBC/IRC, and no US model code specifies a numerical factor of safety against pool flotation. The value is the engineer’s adopted criterion. We normally adopt 1.25, matching ACI 350.4R-04 §3.1.2 for an empty tank against the highest groundwater and NPCA’s high-groundwater guidance, and we go to 1.5 where there is no site-specific geotechnical data. Whatever we adopt is stated on the face of the calculation with its benchmark.
My county doesn’t ask for “flotation calculations.” Why do I need this?
You’re right that no Florida checklist uses that phrase — and we won’t tell you otherwise. What several counties do require is sealed structural plans and, for pools in flood hazard areas, a specific engineer’s statement. Hillsborough County asks for the sentence “The pool has been designed to withstand all flood-related loads and load combinations, per Section 9.6, ASCE 24-14”. Flotation and uplift are the engineering substance behind that statement. Signing it without having run the numbers is the problem.
What does ASCE 24 §9.6 actually require for a pool?
In coastal high hazard areas and Coastal A Zones, a pool must be elevated so its lowest supporting structural member is at or above the design flood elevation, be designed to break away without producing damaging debris, or be designed to remain in the ground during design flood conditions without obstructing flow that damages any structure. In-ground residential pools take the third route, which means demonstrating they will not float or displace — that is the calculation.
What does FEMA Technical Bulletin 5 require?
TB 5 states that pools, pool decks and walkways placed under or adjacent to coastal buildings must be structurally independent of the building and its foundation, and that registered design professionals must certify to local officials that a pool or spa beneath or near a V-zone building will not be subject to flotation or displacement that would damage building foundations during a coastal flood. Florida’s Division of Emergency Management restates that duty in its own guidance for pools in special flood hazard areas.
Will my insurance cover it if the pool pops?
Almost certainly not. Homeowner policies exclude damage from water below the ground surface, specifically including water that exerts pressure on a swimming pool. A Florida appellate court upheld that exclusion in Liberty Mutual Fire Insurance Co. v. Martinez after subsurface pressure lifted a partially emptied pool. Talk to your agent — but plan on design being the only mitigation.
What does it cost and how fast is it?
A safe-drawdown letter on an existing pool is $450. Flotation plus the ASCE 24 §9.6 flood-zone certification for a new pool is $650, with additional pools on the same account at $275. Builders running volume use a master detail at $1,850 plus $95 per site-specific letter, or a standing account at $1,200 a month for up to six pools. What if the pool fails the check?
The report states how much additional effective dead weight is needed and gives you the options: retain water to a stated level during the work, dewater the surrounding soil while the pool is down, extend the shell with a keyed toe or hold-down slab, or provide designed anchorage. We size any of those for $550. For an existing pool the usual answer is simply a drawdown limit and a dewatering plan — far cheaper than concrete.
Is the calculator on this page sealed or usable for a permit?
No. It is a screening tool. It models the gunite shell and bond beam only and ignores the deck, finishes, hold-down measures, equipment, reinforcement, site-specific soils and groundwater, and construction sequence. It is not sealed and must not be used for design, permitting or a decision to drain a pool.
