No WPI-8, no windstorm insurance. No insurance, no closing.
In Texas catastrophe areas, the WPI-8 Certificate of Compliance is often the document that keeps windstorm insurance, lender approval, and project closeout from stalling. The paperwork is not hard because it is clever. It is hard because the timing matters.
We take it off your plate.
Three steps. Clear forms. No guessing.
WPI-8 compliance is mostly about doing the right thing at the right time. We manage the sequence, the field visits, the deficiency log, and the final package.

Serving Texas catastrophe-area counties.
We cover the coastal counties where windstorm compliance, TWIA eligibility, and WPI-8 documentation typically matter most.
Coverage includes all Texas Tier 1 / Tier 2 catastrophe-area counties listed here. Harris County coverage is partial. The ZIP lookup below is a first-pass screen, not a legal boundary determination.
- Aransas
- Brazoria
- Calhoun
- Cameron
- Chambers
- Galveston
- Harris (partial)
- Jefferson
- Kenedy
- Kleberg
- Matagorda
- Nueces
- Refugio
- San Patricio
- Willacy
Check your ZIP code
Enter the project ZIP code for a quick coverage screen. Final determination depends on the property location and TDI catastrophe-area maps.
This tool uses a hardcoded list of common coastal Texas ZIP prefixes. Always confirm specific project address before relying on the result.
Real deliverables you can forward, file, and close out.
You are not buying a vague inspection. You are buying a managed compliance package with dated reports, deficiency tracking, and final submittal support.
WPI-1 filing confirmation
Proof that the inspection path was opened before the work moved too far.
Drawing review notes
Clear comments on whether the sealed drawings support the inspection scope.
Three dated inspection reports
PDF reports for foundation, framing, and final / cladding stages.
Deficiency log
Corrections are tracked in plain language so the build team knows what to fix.
WPI-2E final submittal
We submit the final verification package to TDI when the inspection path is complete.
WPI-8 handoff
TDI issues the certificate. We hand it off so you can send it to the owner, lender, or insurer.
Wind specialists. TDI-appointed inspectors. Coastal Texas covered.
Oasis Engineering specializes in wind and structural engineering for coastal construction. WPI-8 inspections are part of a broader wind-engineering practice that includes ASCE 7 wind load analysis, hurricane-resilient design, and full-scale wind tunnel research at the FIU Wall of Wind.
- Texas-licensed Professional Engineer (TX Firm F-23399)
- TDI Appointed Qualified Inspector for windstorm compliance
- Houston-area field technician for coastal Texas inspection logistics
- Wind specialists — tested at the FIU Wall of Wind, the largest full-scale hurricane simulator in the world
- Our proprietary software windcalculations.com provides ASCE 7 wind load calculations for projects of all sizes
Your inspector is positioned near the Texas coast so scheduling does not depend on flying someone in for every visit.

The goal is to avoid surprises: timing, drawings, deficiencies, re-inspections, and who actually issues the certificate.
Do I really need a WPI-8 in my county?
Maybe. If the project is in a Texas catastrophe area and windstorm insurance or lender approval depends on compliance documentation, a WPI-8 may be required. We screen the address, but final applicability depends on the property location and TDI requirements.
What if I already have a structural engineer?
That is fine. This service can be inspection-only. Your sealed drawings can be prepared by any qualified Texas-licensed engineer. We review them for inspection coordination and windstorm compliance items.
What is the difference between WPI-1, WPI-2-BC-8, and WPI-2E?
WPI-1 starts the windstorm inspection application with TDI. WPI-2-BC-8 documents inspection verification during construction. WPI-2E is the final engineering verification package submitted so TDI can issue the WPI-8 Certificate of Compliance.
How long does the whole process take?
The timeline follows your construction schedule. We need to file before construction, inspect while key work is visible, and submit final documentation after deficiencies are corrected and the final inspection path is complete.
What if you find deficiencies during inspection?
We document the issue, explain what needs to be corrected, and coordinate re-inspection. Additional site visits or re-inspections are priced at $550 each unless otherwise included in your scope.
What happens if I miss a scheduled inspection?
If the work is covered before inspection, it may require photos, documentation, partial exposure, engineering judgment, or a re-inspection. The best path is to schedule early and contact us before covering structural or cladding work.
Can you also do my structural drawings?
Yes. Structural engineering drawings are available as a separate Oasis Engineering service. Select the custom quote option and we will scope drawings, foundation design, and inspection coordination together.
Can you help with elevation certificates or other resilient services?
Yes. Oasis can also provide elevation certificate services and related resilient-design support when your project needs flood, wind, or coastal documentation beyond the WPI-8 inspection scope.
Is the certificate issued by Oasis or by TDI?
TDI issues the WPI-8 Certificate of Compliance. Oasis handles the inspection process, verification reports, deficiency tracking, and final submittal package so TDI can issue the certificate when requirements are satisfied.
What if my project is in the Coastal Barrier Resource Zone?
Those areas can have additional insurance and eligibility considerations. We can help screen the address, but final insurance eligibility should be confirmed with TDI, TWIA, and your insurance professional.
What is your refund or cancellation policy?
Cancel before the first inspection visit for a full refund of your deposit, less Stripe processing fees. After site work begins, the deposit is earned based on filings, drawing review, and inspections completed to date.
Do you handle re-roof or retrofit-only projects?
Yes, but scope and requirements vary by project type. Use the quote option so we can confirm whether the project needs a full WPI-8 path, a retrofit inspection path, or a different windstorm documentation approach.
How do I schedule my first inspection after I buy?
After checkout, you will receive an intake form. Provide the project address, drawings, contractor contact, schedule, and current construction status. We will confirm the inspection window and required stage documentation.
